grown to become the largest local Democratic organization in WV. Our
meetings are very friendly and informative. Membership is open to all
Democrats and Independents, liberals and conservatives, natives and
newcomers. BCDA is the ideal place for civic-minded folks to plug in
to all the campaigns, all the organizations, and all sorts
Democratic activities. Thanks to the selfless commitment of our many
members working within and outside BCDA, our members are recognized as
Berkeley County's working army of Democrats.

PURPOSE,
PLAN &
PERFORMERS
HISTORY AND PURPOSE

The Presidential election of 2004 was a turning point for
Berkeley Democrats. Immediately after the election, BCDA (Berkeley County
Democratic Association) became a focal point for a gigantic re-building effort.
Within a few months, BCDA's new leadership successfully expanded active
membership from 4 or 5 people to over 80 members (our membership today is
considerably larger). With the 2006 off-year
elections approaching, BCDA needed a way to provide more exposure for state and
local Democratic candidates, raise money for campaign support, and significantly
re-energize the party. With months of hard work, BCDA staged its first WV
Serenade on February 4, 2006 at the Apollo Civic Theatre in Martinsburg.
Considerable money was spent on advertising in November, December and January.
By the end of January, about 400 seats had been sold. On February 1, Senator
Byrd announced that he would be attending the Serenade, and the remaining 70
seats went like hotcakes. The Apollo Theatre was completely sold out - for the
first time in recent memory.

The 2008 West Virginia
Serenade is a bigger, better version of our 2006 event. There are many more
state and local candidates this year in both parties than in 2006, and all must
compete for recognition with the Presidential races. To help our candidates get
above the crowd, the 2008 Serenade must raise
substantially more money than it did in 2006!
WHY EARLY IS MISSION-CRITICAL

Early announcement of
special guests and sponsors
provides free and early publicity, which drives
early ticket sales. The earlier we sell out, the less we spend
on costly ads. The less we spend on costly ads, the more we have
to
support our Democratic candidates and campaigns. Early is
essential!

The primary mission
of the 2008 West Virginia Serenade is to provide support to
Democratic campaigns and candidates (state and local). The
Serenade draws about 500 people, and provides
candidates and officeholders with a unique opportunity to
celebrate WV day with their colleagues and constituents.
In the spirit of
helping everyone, many candidates and officeholders also provide
direct and indirect support of the Serenade by buying
sponsorships, purchasing tickets, passing the word and bringing
their families and friends out for an evening outstanding
entertainment - and great appreciation!
RULES/LIMITS REGARDING TICKETS & SPONSORSHIPS
a. The WV Serenade is a
fundraiser for the Berkeley County Democratic Association. All
ticket purchases and sponsorships related to this event are
considered to be political contributions and are not tax deductible.
b. A single contribution (sponsorship)
greater than $250 requires the contributor to state their
occupation and the name/address of employer.
c. Each contribution source may
contribute up to $2000 in 2008, with a limit of $1000
(aggregated) in connection with a general election,
PLUS another $1000 (aggregated) in connection with a primary
election. Unless stated otherwise, contributions made in 2008,
but after 5/13/08 shall be considered in connection with the 2008
general election.
d. A husband and wife may each
contribute up to $2000 in 2008, with a limit of $1000
(aggregated) in connection with a general election,
PLUS another $1000 (aggregated) in connection with a primary
election. Unless stated otherwise, contributions made in 2008,
but after 5/13/08 shall be considered in connection with the 2008
general election.
e. Any contribution by a business
licensed as a sole proprietorship is considered made
by the business owner, whether the contribution is made from
personal funds or from business funds; a business licensed as a
partnership may make contributions in accordance with
s146.5-4; persons under age 18 may make contributions
in accordance with s146-5.7; businesses licensed as a
corporation may NOT make contributions.
